In my country, the only choice for the Dell Inspiron 16 Plus is UHD Graphics. All the reviews I've seen or read mention the Nvidia GPU.
It comes with a 11800 Processor and a Gen 3 SSD.
Would this suit your requirements?
My typical use is browsing the web, watching movies, using Lightroom moderately, and a bit of Photoshop. I don’t play games, nor do I need a laptop for business or portability.
I want plenty of space for photos, music, and videos, plus a highly accurate display.
The other option nearby that I’m considering is the new MSI Flip 16. Its internal design and display quality are superior, but it’s much pricier ($1699 for 1 TB). I could get the 16 Plus with 2 TB and 32 RAM for about $1400.
However, the MSI has some features I might not use—pen support, flip/tablet mode, touchscreen.
I’m replacing my 2017 HP Envy 15.6"

I'm not entirely convinced. The MSI features an ultra-low voltage CPU that will be significantly less powerful than the Dell's H-series CPU. Only a handful of Lightroom and Photoshop tasks can benefit from a dedicated GPU, which means the Dell might be the better option for your requirements.

The Dell gets decent reviews from different print/web sites.
The MSI is still new with few reviews so far. The 13-inch model has a bit more coverage, but that's all I've seen.
I'm getting caught up in thinking too much. Either one would likely fit my real needs better and offer higher display quality (gamut, brightness, DCI-P3) compared to my HP Envy.

I still don't understand, because even with your budget in Cambodia, you can find great laptops. In Phnom Penh there are over 20 stores, many offering a broad selection. What about this location? It offers around 6 different models.

I'm not sure about the CPU voltage.
The CPU in the MSI Flip 16 is Intel® Core™ i7-1195G7.
As I mentioned earlier, I tend to be a bit too technical and might be overthinking things that aren't really crucial for my everyday use.

You should be able to locate a suitable Asus, HP, or Dell laptop with a 1060 or 2060 GPU within your budget. Avoid the MSI flip—it's not a good choice.
