my system's specifications are as follows: dell 960 pro, 3.0, board e-8400, ram 8gb ddr2, windows 7 home premium (win 10 on another system with the same specs).
first, i want to know if overclocking is safe. does it cause overheating in computers? if i do it, what precautions should i take to prevent hardware damage? and most importantly, how can i overclock it simply, like a regular person?

Dells does not permit adjustments to BIOS settings for overclocking, and you cannot modify RAM speed or timing parameters.

Yes, an e-8400 can be overclocked, though it's uncertain if the Dell BIOS allows voltage adjustments...
