Hello, I own a Dell Precision m4700 and my 180W Dell charger plug is damaged. I bought a cheaper HP charger and cut it to use instead, but I noticed Dell chargers have three wires—black, white, and green—and HP chargers only have red and white. What should I do to fix or replace the Dell laptop plug?

The HP adapter only provides half the power of the Dell model. This situation is risky and could lead to problems. Make sure to use the correct adapter instead of trying to make a makeshift solution.

i don't use the hp adapter, just want to connect the plug from the hp adapter using the connector with two red and white wires. i'm unsure how to link the two hp wires to the dell's three wires.

A straightforward explanation is that you can't use just a two-wire connector. The Dell cable has three wires for a valid reason, and all three need to be there for it to function properly. Attempting to save costs won't work.
