That's incorrect. It wouldn't mean losing your saves each time you delete a game. The concept of Steam saving is stored in a separate location, not directly within Steam apps. There are indeed games that save their data there, but it's not a widespread practice and can be problematic if you delete files.

You retain your license, allowing reinstallation. It won't cancel your purchase. Removing the files will likely confuse the Steam client, making it think the game is still installed but the files are missing. It might try to fix itself by re-downloading the game automatically.

Removing the Steam apps folder will delete both the library and possibly some of the third component, depending on the game. Many titles store their data locally in user or app data folders, and increasingly they retain information like rankings, purchased skins, or cloud saves. Deleting the Steam apps folder won’t remove these unless you also delete the associated files. You can only remove one item from the Steam library at a time, and it may prompt you repeatedly. You can also delete two items, but the first one lets you replace it whenever you wish.
