Create a full backup of essential documents and perform a fresh installation of Windows 10 using an USB drive generated via the media creation utility. Remove every partition during setup and proceed with installing from a clean, unallocated area.

You’re highly likely correct. A clean installation of Windows is usually required to upgrade from 32-bit to 64-bit. After preparing your data, simply remove all partitions and start fresh.

To obtain a clean version, you must have 8GB of free space available for copying Windows onto a USB drive using the media tool.

Use a tool such as Wiztree to identify which files are occupying the most space on the C drive. Have you already made a backup of all his files and removed them from the laptop?
