It seems your current AIO 240mm cooler isn't maintaining the desired temps, even at lower speeds. Switching to Deepcool AK500 might help, but it's unclear if it will push you to 4.7GHz with stable cooling. The issue could be related to the front panel setup or airflow, which you've already addressed.
Also what issue? A poor airflow design causes bad temperatures, and what about the air conditioner?
I checked it without the front panel on, so airflow seems likely the issue. Not sure if I missed the model name, but it appears to be a cooler master AIO.
Use both front and side panels removed. Capture a photo of the internal components to assess the setup and mounting of the air cooler. If it’s actually the air cooler itself, consider swapping it with a high-quality model like the Peephole Assassin/Phantom Spirit 120 or AK620. Usually, these alternatives offer better value compared to the current unit or a more powerful cooler.
