can i find a good psu that supports my msi 1060 with 6gb ram in oc mode
even though i'm working with a budget under $46?

I don't think Amazon has anything under $46 that's good quality. I recommend using the extra $4 on the Corsair CX450M. The advantages it offers are definitely worth it.
