At first, the game ran smoothly at 60 FPS with Vsync enabled. Since I don’t use a high refresh monitor, I kept Vsync active and capped the frame rate at 60. Recently, I noticed the game consistently ran below 50 FPS and occasionally dropped to around 34 FPS. What might be causing this issue? I suspect my 12 GB RTX 3060 could handle RDR2 at 1080p and 60 Hz, but I’m not sure about the current configuration on my system.

The game loses many frames on DX12. Switch to Vulkan.

I attempted to switch to the Graphics API to Vulcan, but it was already set up for Vulcan. Now I'm trying DX12.

When using Vsync, you don't necessarily need to lock your framerate since it already synchronizes with your monitor's refresh rate—though it might still work, I'm not sure. Have any updates been released for Windows, games, or drivers?

I'm sorry for the oversight. No frame rate lock was applied. Just using VSync. There were several updates, especially new graphics driver patches from Nvidia. It's interesting how the performance stayed around 59-60 Hz after switching to DX12, then dropped back to that range when I went back to Vulcan.
