Are you adjusting the DRAM voltage as well? The standard is 1.2 but it might require 1.35 for 3600Mhz operation. You can also experiment with higher SOC voltage, such as 1.1v. Consider updating your BIOS to the most recent version if needed.

I verified whether the XMP profile affected the voltage, and it did. That's quite unusual.

increase the voltage of your drama higher. test values like 1.36, 1.37, etc., until it works. aim for a maximum of 1.45.
