It's due to the AMD GPU I'm using. I also have the 5700 XT, but it performs very poorly over time. The game demonstrates how badly the DX11 driver is coded and fails to use command lists effectively. Whenever a large number of draw calls occur, performance drops significantly.
Avoid AMD's garbage. I'll emphasize this to anyone who considers playing DX11 CPU-intensive games on such subpar GPUs.
