This doesn't make sense: I have 8 GB of RAM, which is 8192 MB. I start Windows, run some programs and use a portion of that memory. In Task Manager I see 54% usage, which equals about 4423 MB (which is quite high). But it's strange because when I go to the Users tab I see I'm using only 1660 MB. So what's going on?

It's typical for some tasks to go unnoticed in Task Manager, meaning not all activity is visible. Resource Monitor usually provides deeper insights, though it might miss cached entries for Windows and applications. About 4.4GB of usage seems reasonable, especially when programs are active.
