This depends on the required voltage to reach 4.6. It's probably okay.
It's best to purchase the highest quality option that meets your performance needs. In my experience, I didn't like the Hyper 212 EVO and switched to the NH-D15S right away. That didn't satisfy me either, so I upgraded the chip.
The challenge with overclocking is that if you manage to get stable at 4.6 using the H7, what happens next at 4.8? Raising the voltage again might not work and could cause issues.
