I just received a 4070 Ti, which should be significantly quicker than your 3070, but the speed feels similar. Any suggestions to boost its performance?
This might happen for different reasons. Make sure you have enough power supply to run the GPU. A minimum of 750W or 850W would be ideal. Are you using other programs while playing games? Did you place the GPU in the fastest PCIe port on your machine? Your CPU might also be limiting performance—check its specifications. It’s a good idea to reinstall drivers after removing the old GPU, as they could still be active and need updating.
Unless your system was heavily constrained by GPU, a GPU upgrade won't make much difference. Check the current GPU utilization with the new hardware. If it's not near full capacity, it's likely your CPU is the bottleneck. Identifying CPU limits is trickier since most games don't run at full CPU power, so you might only notice limits around 50% or lower. Just use the guideline that if GPU isn't at 100%, assume CPU is restricting performance.
