I solved it using just one RAM module. Cleared the CMOS via the button on the motherboard and disabled EXPO. After a few memory check cycles, it started working properly when EXPO was off. I added the second RAM and re-cleared the CMOS—it’s functioning well now with EXPO turned off. For the cooler question, the Peerless Assassin 120SE seems adequate for the 7950X.
