I'm using an i5 10300H and updating it every time I attempt to lower the voltage. The throttle stop and hwmonitor don't show any changes. I haven't adjusted the BIOS settings or tried Intel XTU yet, but setting CPU Core and Cache to the same voltage didn't help either.

Examine the top of the FIVR window. The BIOS is preventing CPU voltage control. When this lock setting is active, the turbo ratio limits are also restricted, making it impossible to adjust your CPU speed. The newest release offers better compatibility with 10th Gen CPUs, but only a customized BIOS can restore full control.

Your laptop has already restricted CPU voltage control. A BIOS update could potentially resolve this, though it's unlikely to help.
