If there's no jumper on the CMOS reset header, (and if it should be there) then it wont boot.
But it must have been there if the system was going before
The power needs to be on not off if you short the pwr pin header on the mobo, with a screwdriver.
You dont have to press the power button if you do the above, it should turn on, when you short the pins
And you wont fry the mobo if you short the pwr pins on the header, on the mobo. Thats how you test it to see if it'll turn on

Yes. It's also spinning properly like the case fans, but the GPU behaves oddly by attempting to spin and then stopping. Also, removing my RAM didn't affect anything.

Consult the guide concerning that LED, it will explain its illumination reasons. And probably offer insights on resolving the issue.

I followed the instructions to short JBAT1 using the jumper, but because no jumper was provided, I measured the psi from the wall and simply used a screwdriver to connect both pins. The attempt didn't yield any results.

Remove the power cord from the PSU, then reset the BIOS by flipping the jumper on the opposite pins while pressing the power button. After releasing the button, put the jumper back in place. If you lack a jumper, use a screwdriver to connect the pins and press the power button. Remember to take the power cord out of the PSU in both scenarios to avoid damaging your motherboard.
