It depends on the situation. Thermal paste can last a long time and maintain its effectiveness gradually rather than dropping suddenly.

It might be possible if the thermal paste had been sitting for a long time. It doesn't spoil easily just because it's stored. Fresh thermal paste can remain effective for many years under normal conditions. In harsh environments, issues could arise more seriously than needing new paste.
