CSGO smoke frame drops rx 480

Hi, I'm running a Ryzen 5 1600x and an RX 480. I thought it was my CPU but the GPU keeps spiking up to 100%. I don't know why this is happening. Any ideas? My settings aren't high, and the RX 480 in videos should work fine for CSGO. What's causing this? Please share your thoughts.

I ran the benchmark again to confirm it's not my CPU, but the GPU is hitting 100% randomly and when I enter smokes it drops to 30fps from 300.
I don’t know what’s causing this.
I’ll create a better thread since I’m not sure how to fix this one.
