Greetings to you all. I’m experiencing an issue following a recent hardware modification – specifically, swapping my graphics card from a GTX 770 with 4GB of memory to an RX 580 featuring 8GB. My primary game is Counter-Strike: Global Offensive, and I’m utilizing a 144Hz display. Since the upgrade, my frame rates have decreased and are exhibiting inconsistent performance.

Previously with the GTX 770:
* 200-250 frames per second on 64-tick servers.
* 160-200 frames per second on 128-tick servers.

Currently with the RX 580:
* 120-180 frames per second on 64-tick servers.
* 80-140 frames per second on 128-tick servers.

My system specifications are as follows: 8GB RAM at 2400MHz, i5-7500 processor, and game settings set to the lowest possible levels. I've utilized the following launch options: -novid, -no-browser, -nojoy, +fps_max 300, -tickrate 128, -console, and -refresh 144. I monitored my GPU’s clock speed using MSI Afterburner while playing and found it operating between 1200-1340MHz. I've also ensured that I have installed the latest Radeon drivers. Could someone please offer assistance?

Attempting a fresh driver installation involves deleting all existing drivers thoroughly with DDU. I previously performed this action in Safe Mode.

My system includes an RX 580, a component from an older computer setup awaiting the transition to Zen 2. The processor is a Q8300, and I have 8GB of Red Devil Golden Sample RX 580 graphics memory. My RAM is 4GB DDR3, utilizing a Gigabyte GA-G41M-Combo Dual BIOS motherboard and a Corsair CX 650 power supply. When playing *Darksiders Warmastered Edition*, I consistently achieve only 15 frames per second at 1080p and 720p with the lowest settings enabled. Similarly, when testing *Resident Evil 6* at 720p with all settings at maximum, I attained approximately 70 frames per second. However, at 1080p resolution, I observed others with RX 580s attaining frame rates exceeding 300, yet my performance remained limited to 70-77 FPS. CPU and GPU temperatures were normal throughout testing, remaining well below 50%, and RAM usage was consistently low. I have utilized the latest AMD driver version, 19.1.1, downloaded directly from their website. The game was run in windowed mode, with task manager readings showing GPU utilization at 15% and CPU usage at 25%, while RAM consumption totaled 2.4GB out of a 4GB capacity. CPU temperatures ranged from 45 to 50 degrees Celsius, and GPU temperatures fluctuated between 45 and 55 degrees Celsius. I'm unable to determine the root cause of this performance discrepancy.
