when i play cs i see 120 -150 fps
my pc has an i7 4790
gtx 1070ti with 2x8 1600mhz ram
cpu temps are good, max is 48 and gpu stays under 60
games usually use 80-100% gpu power since i'm playing at 1440p
in cs the frame rate is very low
my friend uses a gtx 1050ti and gets 500 frames
vsync is off
can i make my gpu work harder so i get 200+ frames?
my monitor is 165 hz

Consider attempting to overclock your GPU. Additionally, configure your PC to operate in high performance mode.

I don't believe the configuration is making much of a difference, particularly in games.
On Windows, it allows D/devices to work continuously.
These options are meant for laptops to extend battery life.

Could it be an optimization problem? CSGO and Source engine games often require a lot of CPU power. Which configurations are active? What is your display resolution?

running at maximum settings on 1440p still allows the game to play smoothly in around 300 frames, which is sufficient for a GTX 1070 Ti to handle CS in 4K.
