I just thought it could be useful to examine. I believed that most high-quality block designs utilize a central/offset flow structure, which might explain the effectiveness with water entering directly through the cores. Regarding the dual-layer method in your design...I think it could be effective. Most of the examples I've seen only use a single design.
There is no design that lets the flow pass over the fins effectively, which limits heat removal from the fin surfaces.
Observed that every contemporary block features the upper section of the chamber in contact with the pins, eliminating unrestricted water movement across the pins. The size of each pin remains consistent.
I only recommended the dual level pin method to boost flow. You would still achieve circulation around the pins, though the design might alter the amount of exposed surface area outside the core center.
Impingement cups make sense only when you have the appropriate nozzles to channel the flow into directed jets that spray into them.
