Hello,
I'm preparing to assemble my second PC following the completion of my ten-year-old build. It will primarily serve 4K gaming and a home office environment. My budget is approximately $2200. I plan to go for an all-white configuration with RGB fans included.

Most people will suggest AMD for gaming instead of Intel.
You might still have some loyalty to Intel.
High-end AMD gaming CPUs could exceed the 14700K price, but your current components add up to around 2036 out of a 2200 budget.
A few months ago, someone asked for an all-white build and received a lot of assistance. You might want to look into that thread—though you should be able to find the parts easily.
I’m not sure about a white power supply, but they could exist.
I don't think a gamer would consider the current top consumer 4K GPU as the RTX 5090, though it comes with a higher price tag. Smaller cards can still run at 4K resolution, but the results vary based on several factors. Feel free to choose your preference, but I won’t list these systems as 4K gaming setups.
I strongly advise against using water cooling solutions. I favor Intel models (my system has a 13600k), but I wouldn't upgrade to previous generations due to the lack of significant benefits—just because of the degradation concerns. The 14th generation offers marginally improved performance and other advantages, though the difference isn’t always noticeable.
If you're serious about 4K gaming, you might opt for a more affordable AMD CPU (if your budget allows), since many people desire one even if it's not essential.
Don't spend $155 on that SSD (the SN5000 is around $115). Prices are rising, but it depends on your needs.
Whether you pick Windows or another OS is ultimately up to you.
4K gaming focuses heavily on the GPU.
