So, if you want, you can install the two Noctua fans as top exhausts.
But if you want to save money, don't buy Noctua fans, instead relocate the fan from PSU shroud as top exhaust and you'd be good to go (ending up with positive pressure inside the PC case).
In the initial pcpp list you gave us, you have Sapphire Pure RX 7800 XT listed there, with the price tag of $900.
RTX 5070 beats RX 7800 XT both by price (being much cheaper, $900 vs €630) and performance (being 19% better).
But now, you linked us RX 7900 XT and that is different story.

However, do note that with Radeon GPUs, those consume more power than Nvidia counterparts.
RTX 5070 is 250W GPU and can do fine with 750W PSU.
RX 7800 XT (Sapphire Pulse) is 331W GPU and would be better powered by 850W PSU.

But it also costs €100 more than RX 7900 XT. And i don't think you'd be willing to do that, since you'd be blowing your budget.

None of us know what future brings, so, it is impossible to tell what future brings.
I'm on the mindset of: if i need something now, then i'll buy it with the price it is at. I'm not the one who waits for sales or when prices come down, since more often than not, prices will not come down. Instead they go up.
And with RAM, it is especially bad right now. Micron just announced shutting down the Crucial brand. That's why RAM prices are through the roof. There is FAR less supply than before (after all, when one of the three RAM OEMs closes it's doors to consumers, it has severe impact).
Based on what Micron announced, they are busy making server RAM for the next 2 years. Maybe even 3 years. So, RAM prices will not normalize before that. If anything, they skyrocket since there is FAR less supply (btw, Micron just didn't make RAM for their own Crucial brand, but for other brands as well, like: Corsair, Kingston, G.Skill etc).
So, it is highly likely that the longer you wait - the higher the RAM prices go.
I just took a look-see of the very same RAM i currently have running in my AM5 builds.
When i bought my RAM in August of 2025, it costed me €150.80 per set.
A month ago, i re-checked the same RAM price and it was going for €255.
Just now, it is going for €960.

If you do get RAM that is taller than 42mm, then you need to plop up the front fan on CPU cooler a bit.
Antec Flux SE has CPU cooler clearance up to 180mm. While Phantom Spirit 120 EVO is 157mm tall. So, you have ample space to plop up the front fan if need be.
