You can achieve this using the Windows interface if you have access; otherwise, I discovered this method via a quick search.

I haven't found much satisfaction with the Utorrent client. Transmission won't handle this well for you. Are you asking about making the working directory read-only so updates can't be applied? That might lead to crashes if it isn't set up to manage errors from reading a restricted folder.

I fully agree with Schischka, uTorrent isn't great. Streaming is a much better choice, or BitComet 1.37 if you need extra features.

Modify the entire uTorrent folder so it permits only your application to operate, avoiding overly strict restrictions like a group policy.
