Memory is set to 1866 CL9, CPU is 3.8 with 130% in BIOS, all settings are extreme, nothing much can be done on this M-ATX board.

the psu isn't the issue, my friend is running an FX 8350 with a GTX 760. he boosted his 8350 to 4ghz, uses a 500w power supply, same ram and mbo as mine.

I'm unable to increase the overclock of the APU's GPU using the motherboard. The dedicated GPU is currently set to +150 clock and +450 memory.
