Do you know if anyone can assist me with this? I'm curious why my GPU and CPU aren't reaching maximum usage in the games I play. I have a 7800XT and a 5700X3D.

Only a limited number of threads can be used efficiently. Many rely heavily on the speed of the main thread. A completely filled thread may only account for around 6% of overall usage.

You're playing WoW on a system with just 4 cores. The game can make the most of that GPU if you adjust the resolution, settings, and location, but I haven't found many areas that push your RX 6800 to its limits even at 1440p. Emerald Dream might help because of an environmental setting that manages fog effects.
