CPU voltage fails to save, spikes to 1.4375 during startup (potential throttling issue?)

A68HM-e33 V2 motherboard
and Cryorig H7 aftermarket CPU cooler
GTX 960
I increased my MULTIPLIER from 37 to 42 and in AOD I have good thermal margins.
I’m adjusting the multivator in the BIOS, but I can’t seem to modify the VOLTAGES for the CPU inside the BIOS.
Every time I start my computer, it raises its voltage (CPU VID) to 1.4375 from 1.325.
If I lower it using AOD to 1.325 and run Prime, it runs perfectly.
Just now I tried running PRIME95 with the voltage increased, and the temperatures were excellent—indicating a 30-degree thermal margin.
However, in AOD I noticed the voltage kept dropping back down to 0.9, causing my multiplier to swing from 42 to 17, which only lasted a second or so.
But I didn’t notice this when the CPU VID was at 1.325.
How can I keep my voltage steady at 1.325 and stop it from changing every time the computer starts?
It’s really annoying.
I don’t see anything in the BIOS about CPU voltage… I only see DRAM voltage, which is for the memory card.
Please help me.
I suspect this is because:
1) I bought a new, high-quality cooler.
2) My GPU is GTX 960 and the CPU has been limiting performance in some games like THE DIVISION, causing slight screen freezes.

I attempted to run prime95 with the cpu vid at 1.4375 once more, but it began throttling again. I believe this is because the VRM is overheating due to insufficient case fans, which I plan to resolve. However, when I set the CPU VID to 1.325, AOD successfully runs prime95 without any throttling and maintains a 40-degree thermal margin. How can I keep the CPU voltage at 1.325? Should I restart every time to revert it back? It works very stably, even during intensive tasks like THE DIVISION. Before installing the CPU cooler and overclocking, I experienced screen freezes lasting from a few to up to five seconds. Now that the multiplier is set at 42 with the 1.325 VID, the performance is flawless.
i mentioned the msi command and was browsing through it. i saw the cpu voltage setting, but it won’t let me adjust it. there’s an "i" next to it, highlighting it says this motherboard doesn’t allow cpu voltage adjustments. my next question is: is it okay to use aod to change the voltage each time i start? since the thermal margin is good and everything works fine at 1.325 games, with no throttling issues.
