CPU Underperforming
Hello. This is my initial post, please forgive any mistakes.
I recently assembled this computer (first build) with these specifications:
Processor: Intel i5 10400f
Graphics Card: RTX 2060 6GB
Memory: HyperX 16GB 3200Mhz
Motherboard: MSI B560m Pro E
Power Supply: A standard 650W MSI PSU
For cooling, I’m using the built-in Intel cooler (planning an upgrade soon) and the case’s included fans (MSI Mag Forge 100M with 2 intake and 1 exhaust fans), connected to a fan hub/controller – not sure what that term means.
My Cinebench R23 score typically ranges from 7100 to 7200, which is usually above 8000; a big jump in score after booting or changing settings suggests a thermal problem. I also tried setting Tower Cooler mode in the BIOS, but my score fell back to around 7100 on the next test. This makes me think the issue might be with the VRM, not the CPU itself (it’s still under warranty), or something else entirely.
I’m also experiencing high CPU usage during games (more than benchmarks on YouTube), though I’m not sure if that’s a reliable indicator.

Edit: The RAM is 2x8GB at 3200Mhz, all in the single 16GB slot.
Your CPU shouldn't begin throttling until temperatures exceed 90 degrees. Therefore, the only likely cause for your PC's under-performance appears to be your power supply unit. I don't prefer that particular PSU model, so I suggest replacing it first.
Which one is the 16GB RAM, a single 16GB DIMM or two 8GB DIMMs?
But if the issue was linked to a low PSU, wouldn't the initial test outcomes after powering on the PC also show problems rather than just a standard result on the first check and a significant decline later?
