Yes, it's possible with CPUs that have exposed components, though using a non-conductive paste might help.

Inspect how the cooler is installed, but the issue lies with the 8th and 9th generation Intel chips. It seems Intel applied low-quality thermal paste between the IHS and the die, which is the root cause. I’d hand the CPU over to the pros for them to fix it and swap out the liquid metal.
