Everything seems identical except for the mainboard. Are you sure the cooler is properly secured and that you used enough (fresh) thermal paste? By new, do you mean you removed the old paste from the CPU and cooler and applied fresh paste? What brand or type of paste did you use?
I tried adjusting the BIOS settings again. Used the standard configuration, but there was an option for CPU performance that was enabled. I disabled it now. The system returned to its usual behavior. Currently, maximum speeds are limited to 3.7GHz, and with performance mode off, it operates at its regular boost frequency of 4.3GHz. It seems this matches the speed from my previous motherboard, though I haven't verified that yet. I'm not keen on rebuilding everything, but I don’t see any impact on my work performance. Perhaps one day I’ll upgrade to a better cooler and try it out for possible improvements. This visit was brief, but it might help someone else later while they search online!
