This seems like a bad CPU cooler setup or excessive background processes straining the CPU. Could you tell me what cooler you have and how your case is ventilated?

I know this may sound silly, but if you just installed this cpu with the stock cooler, the cooler has a piece of plastic on the bottom that some people miss to remove before installing. Just something to consider, I had a friend do this...
