The Task Manager numbers don't match the actual CPU load. A sample test loads all 10 threads on a 20-thread processor. ThrottleStop accurately reports the CPU usage at 50%, with an extra 0.3% from background processes. The Task Manager translates CPU activity into Utilization, which many assume equals full load. This creates misleading visuals. The Processes section behaves similarly, while the Details tab displays the true 50% usage.
