I've just moved into a new apartment and finally regained internet access. The answer is yes—clock speeds and overall performance of both the CPU and GPU decrease in fullscreen mode (and windowed borderless mode) compared to windowed mode, as shown by MSI Afterburner.

Adjust the power plan in Windows to High Performance. The screenshot in Doom indicates an excessive slowdown of the CPU, while the GPU appears normal.
