I experimented with Throttlestop to lower the voltage and added an Intel Rapid Storage Technology driver. I observed that my CPU now downclocks and remains at 3.08Ghz during games, whereas it was 3.30Ghz under normal conditions. The i7-6700HQ model seems unaffected by the driver. I’m unsure which driver to remove and Throttlestop was only a temporary fix. After deleting the .ini files and restarting, the issue persists. Windows is set to High Performance mode. I’m considering a complete system reinstall now.

The usual limits are being applied. What's the temperature?

This describes the CPU's performance when the cooling system fails to maintain adequate temperatures during high workload.

It's not throttling because the CPU reaches its maximum clock speed.

Temps remains below 76 across all temperature settings. This occurs only when I begin a game or try to benchmark in XTU. It started today.

It appears the boost method relies on temperature, but it requires lower temperatures than what you're experiencing during operation.

So (seemingly) out of the blue, the boost algorithm decided it no longer wants to go above 3.08Ghz on all cores when under load. If this is a driver issue, would a complete windows reset remove the current drivers? and revert back to basic drivers since this was not an issue until today?

When the processor is cooler, it works more efficiently, which leads to faster clock speeds—until the heat starts increasing.

This only became an issue today. The CPU won't exceed 3.08Ghz during a game, no matter the temperature—previously it handled 3.5Ghz when needed. It looks like Throttle Stop has adjusted the behavior, preventing the CPU from hitting maximum speeds in certain power states after observing similar problems elsewhere.

I understand it seems like throttle stop triggered an issue, though I’m unsure of the exact cause. For Intel XTU systems, a fresh Windows installation should resolve it. It might not always be required, but I’d recommend exploring additional solutions if I were you before the reset.
