Software like this often gives inconsistent clock speed readings, but tools such as HWiNFO are more reliable. For precise timing, use the Effective Clock feature in Ryzen Master or HWiNFO. If you're dealing with overheating concerns that might lead to throttling, sharing details about your cooling setup, case placement, fan configuration, and room temperature would be useful. HWiNFO can also indicate if it's detecting throttling.

CPUs operate in this way. Your unit is getting too hot, improved cooling would be the best fix, aside from adjusting voltage settings.

All components—GPU and case fans—together make up 9 fans. I should note that the AIO is a relatively new model I purchased about a month ago, and it performed perfectly with my old CPU.
