CPU speed decreasing to inoperable levels only when not running.
It appears occasionally while idle or web browsing, my CPU drops to 0.53 GHz and gets stuck there. It happens when sleeping or waking, but not during gameplay. Adding some load after the drop doesn’t seem to resolve the issue.

For troubleshooting threads, share your complete system details. List specifications clearly: CPU, cooler, motherboard, RAM, SSD/HDD, GPU, PSU, chassis, OS, monitor. Include the PSU age and current BIOS version for your board. Also note the temperatures observed during idle operation when speeds decrease.
CPU model is Ryzen 5 7600x3D with a Thermaltake Peerless Assassin cooler.
Motherboard is ASUS TUF B650 PLUS WIFI, manufactured by American Megatrends Inc. on 9/5/2024.
Memory is G.Skill 32 GB DDR5 6000 RAM.
Storage includes an HP EX920 1 TB SSD for booting.
Graphics card is RX 7900 XTX.
Power supply is an EVGA 1000W GT, though it seems to be a few years old.
Chassis is NZXT Flow.
Operating system runs Windows 10 Home 10.0.19045 Build 19045.
Monitor setup features a 1440p 165 Hz ASUS VA display and a 1440p 240 Hz LG OLED.
The user notes the problem only appeared recently and questions whether the PSU or idle state might be responsible.
Numerous tools available to track CPU and other temperatures. AMD Ryzen Master, HWinfo64, CPUtemp... For GPUs using built-in Adrenalin driver or GPU-Z. Another option is Windows 10, which lacks optimization for the latest hardware and may not support it. Regarding BIOS, are you currently using ECO mode?
The current CPU temperature isn't showing in HWinfo64, CPU-Z, or Open Hardware Monitor.
I've turned off the High Performance power plan, and the issue hasn't occurred yet.
When I switched it back, it happened within minutes.
