I’m seeing around 7-12% usage in idle mode. Since the chip is locked, the base clock runs at 3.4GHz, but turbo boost is active and I’m getting 3.8G during idle. Speedstep is off. It’s confusing because with a locked processor, overclocking features seem to be disabled. Some settings suggest disabling them during overclocking, but is that the case for Intel Turbo Boost? The power consumption isn’t a major concern, but I’m wondering why we’re using energy unnecessarily. I’ve attached some photos to clarify. If you spot anything else unrelated but useful, please let me know.

I didn't note that my CPU is an i7 4770 (non K) and my motherboard is an ASUS Maximus Vii Hero.

It only lowers clocks when the processor is not in use (In my experience). This is also how Intel explains it.

I figured that was what I intended to do, and since it’s now disabled, I don’t see any performance changes. It seems safest to keep it on for now. Thanks for your assistance!
