I've spent many years in IT, creating over 30 desktops and servers for both personal and business use. Recently, I assembled an Intel i5 9600K system (refer to my signature). When the i7 9700f became available, I bought one for additional cores and improved performance. After installing it, I cleared my SSD and reinstalled the latest Windows 10 version. Initially, the computer booted very slowly, especially since it ran on an SSD. Using Chrome with just one tab was particularly sluggish, and scrolling caused screen tearing. Monitoring with HWmonitor and Task Manager revealed the CPU was consistently at 100% utilization. Chrome consumed about 56% of the CPU, while Windows Defender used 23% when idle. During scans it spiked to 80% and the machine would freeze shortly afterward. With no other processes running, I ran a CPUZ test and found these issues. I returned the i5 9600K, and everything functioned normally afterward. What could be causing such behavior? This is the first time I've encountered this pattern. Everything started at default settings.

It's quite unusual. The starting clock speed is lower, but it offers a 4.7 turbo boost and 4.4 all-core boost. Even at 3.0 it should run better. I own an HP Z400 with a Xeon E5640 (base clock 2.66ghz) which still handles most modern games smoothly. My concern is a defective component as well. It's really puzzling—Intel has consistently made such excellent CPUs.
For those facing the same problem, I've fixed it. After reinstalling Windows 10 again, everything works properly. The CPU runs smoothly and doesn't hit full capacity often. It might have been a corrupted file or boot drive on the first try. I created a fresh Windows USB drive using the official software to get the latest version, reinstalled it, and everything is now fine.
