Your i5-4570 runs smoothly without throttling when idle, staying around 3.5 to 3.3 GHz across all cores. However, when under load it drops to about 3.19 GHz despite being within a safe temperature range.

It may raise cores up to 3.3-3.6GHz, though not every one at once. When all four cores are under heavy use, none will exceed 3.2GHz.

I agree, that's how CPUs function, particularly in laptops. All core processing reduces voltage, which also helps maintain low temperatures—this is standard and intended.
