My i7 9700K occasionally throttles to 4.6ghz even with a 5ghz overclock. I've set vdroop and other power limits to their highest settings. Temperatures stay within 60-65°C, so it's not a thermal problem. Please let me know if you need further details.

What kind of motherboard are you using? It might be that your VRMs are overheating. Most boards, even older ones like the 390s, lack the power delivery needed for a 5 GHz OC with either of the eight-core chips. Try placing a fan right on your CPU socket and observe if it improves performance.
