The issue is that according to CPU-z and HWinfo, the CPU speed remains stable even at low speeds, such as around 1ghz when idle. I haven't overclocked yet; I've only applied an XMP profile for my RAM. The ASUS Z370-A model runs at 8700K with the RAM set to the XMP profile. On auto mode (stock), multicore enhancement is turned off, Speedstep is enabled, and the power settings are in High Performance mode with a minimum CPU speed of 10%. Thank you for your time.
High performance mode often turns off speedstep. It's better suited for professional gaming where you want to prevent the computer from slowing down even slightly. Most users should opt for balanced power mode instead. Speedstep is also typically available in the BIOS, so verify if the issue continues there.
Speedstep is activated (not automatically but enabled). Also, concerning high perf mode, shouldn't the lowest CPU speed setting be in place during idle periods? I used to enable high perf with my oclocked 6600k and it worked fine without any adjustments.

I also had high perf mode enabled on the 6600k, and now I changed the balanced mode settings to match. It’s confusing why Windows is handling it differently. High perf mode doesn’t use speedstep. The options are the same except for the label—balanced mode shows speedstep.
