There’s another method to bypass the 15W power cap and increase output to 20 or 25W.
The HP Pavilion is currently secured according to my understanding. HP typically caps the long-term turbo power at 15W, so you won’t be able to exceed this limit with software. You don’t need to adjust the turbo time limit beyond 3+ million seconds; revert it to 28 seconds. The PP0 Turbo Time Limit isn’t active, allowing the slider to reach its fullest setting (0.0010s). This processor isn’t overclocked, so keep turbo ratios at their standard values: 40, 40, 37, 37. Since it uses Speed Shift Technology, skip checking the Set Multiplier option—it won’t affect performance when SST is enabled. There’s no recent use of Clock Modulation throttling in laptops, so you can ignore the Clock Mod box and the Non Turbo Ratio Lock. ThrottleStop displays C0% when idle with only ThrottleStop enabled; your screen indicates either activity or background processes running. These CPUs are low-power and have strict power caps—keep an eye on unnecessary background work. Have you checked the High Performance setting? It switches to Windows’ high-performance profile; revert if needed. Try setting Speed Shift Min and Max both to 40; it seems you’re already making good headway. Now that your laptop isn’t being throttled down to 400 MHz, your videos should run more smoothly.
It’s much improved now. I was using a Google Meet for school with many tabs open, which was running in the background. Thanks for your help—adjusting speed shift min to 40 really made a difference.
