I adjusted the memory settings and it functioned properly, then I reset the CPU and it stopped booting. For testing, I manually increased the CPU frequency to 3200 MHz and it also stopped working (no post). The issue seems to be that the BIOS includes an integrated game boost which overclocks the CPU to 3200 but still allows it to run. Why is this happening? And how can I try to overclock the CPU further?

The integrated game boost performs much better for overclocking compared to manual adjustments. Check the RAM configurations during that period and transfer them to manual settings; it could work similarly.
