4,6 ghz at 1,36v isn't bad at all and you likely managed to get the silicon right. Well, fine if you have a custom loop, this would be a tough CPU. But I think you have a 212 evo – am I right?
No, I got a Kraken X62. It's an AIO, so I can probably push the CPU higher. Right now the temperature is mostly around 55°C and the maximum underload is about 63°C, which rarely happens. I'm happy with 4.6 Ghz.
What about Prime 95?
I ran Prime95 for an hour and 20 minutes; the max was 74°C.
Well, your chip seems average. 75°C at 4.6ghz isn't great. To answer your question directly, yes, everything is fine.

If your temperatures stay under 85°C and there are no stability issues during a stress test like with Prime 95 (24 hours without stopping), you can consider your overclock stable.
