I have a 5ghz setting on my motherboard BIOS, but when I run Prime95, CPUID displays the CPU as running around 4.5-4.7ghz and occasionally jumps to 5ghz. The temperatures are in the 50s.

OC, by it's nature has no upper limit. That also means it has no lower limit other than that defined by the specification, in this case 4.2GHz.
What you set in your BIOS is a target, not a given. You may be able to get closer to that target or not depending how well/poorly your overclock works. Keep in mind that the overclock is specific to the particular silicone you are using.
It may be that you won't be able to reach 5GHz except for short bursts.
