I was attempting to lower the voltage on my CPU to prevent thermal throttling, but it’s now only operating at base speed—around 2.3 GHz, whereas it should typically run at about 3.7 GHz. Anyone have any ideas on how to fix this?

How much was the voltage too low? The turbo boost remains active.

The 8300H is a 4-core, 8-thread CPU. You turned off half of it, so now only 2 cores and 4 threads are visible. In msconfig, clear the processors box and restart so Windows can locate the remaining CPU. The frequency should be normal afterward.

You can verify if turbo boost remains active by checking your vehicle's performance modes or using a diagnostic tool, since it might not appear in the HP BIOS.
