Is this a completely new version of Windows? All updates appear to be missing. Background programs are consuming only a small percentage of CPU here and there, which is typical, but Snipping Tool is using over 13.7%—more than two full cores are active. The same happens with iCue. Could this be an odd issue? It seems Windows is monitoring all your CPU cores, which would normally behave differently if it were restricted to just one core. This might resemble what you'd expect under such limitations.
Don't worry, I haven't installed any unnecessary software yet—it's still a fresh PC. It's okay if it feels a bit rough at first.

Do you have the most recent AMD chipset drivers? Also, which Windows 10 version are you using and has it received all the updates?
Upgrade Windows 10 Home by installing all available updates immediately. For the first time, set up AMD chipset drives without prior experience.
