I'll maintain a concise approach. Intel i7 7700 - Install a new GPU, MSI RTX 2080 Super - Reset BIOS Now my CPU won't turbo or lower clock speeds. My PC is prebuilt, the MOBO is lacking XMP settings or Intel Turbo options. Regardless of usage, it stays stuck at 3.58-3.60GHz. I've never seen it exceed or drop below that. I've stress tested, run CPU diagnostics with Intel's tool, played BFV and Overwatch (GPU-heavy), and noticed no frequency changes. There are occasional lag spikes in BFV after about 10 minutes, causing the game to lag severely, then return to normal every 15 seconds, especially during fights. Frame rates feel low at times. I'm trying to figure out what's wrong. Possibly the fix is a new GPU or case. 100% usage during tests, drops don't always occur but can happen. Idle time."

Apologies for missing that detail—I didn’t include it. My current stats are normal, and the game has been running smoothly, so these readings reflect what you’d see while playing.

It looks promising. After the GPU update, check if DDU works and reinstall the drivers. Execute "sfc /scannow" in Command Prompt as Administrator. If unsure, use HWINFO to identify your motherboard.

Also noticed under CPU, it showed that the Turbo feature is showing red, so supported but disabled? Even though there is no option to enable it, SpeedStep too

It seems the right place might be in the BIOS settings, possibly under performance or power management. A recent update there could help resolve the problem. Double-check that this is the correct system before proceeding.

ThrottleStop allows Intel Turbo Boost and SpeedStep features. Your 7th Gen CPU includes Speed Shift Technology (SST), so you can activate it via the TPL window rather than SpeedStep. Share screenshots if assistance is required. The Core i7-7700 works with a 42 multiplier when one core is running turbo boost and C states are enabled.

After checking my BIOS, I had to reset it again since there were no options left, which fixed the problem. I’m not sure why resetting twice turned it on, but it worked once it was off. Thanks!
