I've just upgraded both my mobo and graphics card and my CPU appears overlocked automatically.
CPU: i7 4790 @ 3.60GHz
Mobo: MSI Z97 Gaming 5
VGA: MSI GeForce GTX 1070
RAM: 16gb DDR3 PC3-12800 (2x8GB Dual Channel)
Windows 10.
Everything is working perfectly and I've not made any changes in the BIOS except for date/time/boot order etc.
Upon checking MSi Gaming App, it shows my CPU running at 4GHz, CPU-Z reads the same.
As far as I know I have not set it to be overclocked and I am slightly concerned as my rig isn't set up for overclocking. IE, only a standard cooler on the CPU etc. There is plenty of system cooling though and all the temps look ok.
the i7 4790 features a base clock speed of 3.6Ghz and a boost clock of 4Ghz. your processor is not overclocked; this is included in the specifications for running at 4Ghz.
