The processor is brand new. This situation has occurred before with older devices.
I just put it in the system last night and it behaved as expected. The board is working well and the 3950x inside performs roughly 10 frames per second faster than the 5700x3D in Cyberpunk.
You definitely performed a fresh Windows setup? (A fresh install means creating a new copy of C: without adding anything on top of an existing one.)
